Submissions accepted until 2/14 at 11:59 PM PST. Voting on the finalists begins on 2/15. The cheesiest pic takes over the homepage on 2/21 and receives a $2000 Wendy’s gift card (fyi, that’s one Asiago Ranch Chicken sandwich a day for a year) as well as a signed copy of the Awkward Family Photos book.

This looks like Glamour Shots. I had something similar done with my mom when I was about 10, although we had ridiculous orange feather boas rather than ridiculous biker costumes. These were big in the mid-90s.
