I was slowing scrolling down this photo and wondered why it had been submitted. I thought, “Oh, a nice picture of a mom and her daughter”. Then I got to the hairbrush…
I had a friend, “Sandy”, take a photo like this one. It was of her sister and herself. She was holding a pair of scissors next to her sister’s head. Long story short. Her sister had donated her hair to make a wig for the hair “Sandy” lost to cancer.
IMHO The ONLY thing that could make this make any sense if it was a picture/ad for a hair styling salon. They both look like such nice people…. it’s odd ; kind of disconnected unless there’s some reason like a “Welcome to Marge & Mary’s Hair Salon”.

They both looks so great so I want to think they were primping their final touches and then just forgot to put the brush down!
Why a hairbrush? I think a bouquet of roses (fake ones) would looks better in this picture.
