Aw, I had the same Brownie uniform in the late 80s and early 90s. In retrospect, it’s amazing we ever agreed to wear those orange neckties for girls. If I were a betting girl, I’d say the little girl in this picture probably had just joined the Brownies and mom had just finished sewing her Girl Scouts, region, and troop number patches on the top of the sash and she was trying out the whole “look” for the first time. (Thus, the lack of badges.)
I’ll bet that you are right. I was a brownie too in second and third grade.
