This may actually be from a costume show. Sometimes at more lighthearted horse shows they’ll have a costume show, where the riders and their horses compete in costume. Considering the carrot bouquet and the arena in the background, I’m guessing that’s what this is.

I was thinking “Look how cute! A bride on her horse, trotting off to meet the groom!” Then I noticed the carrot bouquet. I am now a bit frightened. :/
