That is Tron-Guy! (Jay Maynard), well known among the nerds. This is the base of his tron costume
so glad to now there’s a (ahem) purpose for this getup.
I have to say, though, his finished costume is very well-done… he did a great job on it! (Hey, AFP mods, can we get an “after” pic of it on the entry?)

You know, if ya’ll knew the same Jay Maynard, the Tron Guy, that we did here in Dallas before he moved to Minnesota, you’d know he is an ***hole. I personally watched him verbally abuse several people and also watched as someone almost beat the crap out of him for it. There’s a lot more to the story of him not having ever been on a date besides being a nerd (As if that stops the majority of us anyway).
